You should pay the 1st instalment. If no money, you can write to IRD for defer payment and add accrued tax interest. You better ask your friend for lending money.

去問朋友借吧. 不可以待第2期先交.
基本deadline一個月later, if cannot receive your tax payment, ird must fine you at least 5%!!!!!!!!!!!!!!!!!!!!!
