Who's the boss in your household? But to answer your question, yes he can buy it and not have insurance on it as long as he does not drive it. And you do not need a license to buy an auto.

yes he can own a car but some states require it to be registered and insured wile it is on your property and he
dont need a license to own or insure a car he dose to register it. In my opinion he should get his license first,then he wont be tempted to do something illegal.

he can buy a used car, have the person drive it home and park in your garage, depending on how long it will be before he get his licence, it should be stared at least once a week.
as a parent i would have him buy it after he gets lincenced,
so he wont get the earge to sneak it out with someones tag.
and if so will have to be at least 21 to get his lincence

Since it is not a dealer, the law will probably be broken, which is all you need to know that the car is likely stolen. So let your son buy the car and he can finish his school in prison because he was nailed for possession of stolen goods.
