Formula for parabola: y = a * x^2 + b, where a, b are some constants.
You have (0, -4), which is a y-intercept. Therefore, b = -4.
Now, y = a * x^2 - 4. You have to find a. Plug in (x,y) = (-3, 3*sqrt(3) - 4) in the equation.
You will get a = sqrt(3) / 3.
Therefore your parabola is y = ( sqrt(3) / 3 )* x^2 - 4.
