Why is smilies?

The term smilies usually refers to the symbols that people use on the internet to denote emotions (most often smiling faces).

In North America they usually make them sideways, e.g.
:)
:o|
;-)

However I noticed that in Asia people often make upright ones such as
>.<
-o-
