In the beginning, I also pick [A], but then I found that the sentence has a comma after Fo Tan. If it is a defing clause, there should not be a comma after Fo Tan, except the questioner mistakenly put it there.

答案應該是:
A. The blue van which was stolen in Fo Tan, was found near Aberdeen.
其實A和D的分別是:
有逗號和没有逗號
有兩個逗號的是:
Non-defining clause, 意思是指主角(The blue van)身份已經明確,再加的資訊是可有可無。
没有逗號的是:
Defining relative clause, 意思是指主角(The blue van)的身份 尚未明確,再加的資訊是必需的。
而這句句子中The blue van 的身份尚未明確,因此要加入"which was stolen in Fo Tan" 來表示是哪一輛blue bus
