RoHS(有害物質禁用)指令規定了在電氣和電子設備中使用鉛以及其他潛在的有害物質的限制。 2002/95/EC指令將從2006年7月1日起在歐盟所有成員國中開始實施。其目的非常明確—就是要限制在電氣和電子設備（EEE）中使用六種物質，從而有助於人類健康和環境保護。對多數企業而言，這是一個相當大的環境挑戰。WEEE指令對回收再利用設置了必須符合但也可超標的最低標準，但是RoHS明確規定了受限物質及精確的接受範圍。
儘管RoHS是一個歐盟的指令，但歐洲以外的電子電氣設備製造商如果想將其產品最終出口到歐盟成員國使用的話，也必須遵守該規定。歐盟各成員國不應對該指令有不同的理解和解釋，因此只有已取得RoHS認證的公司才能在該經濟區內銷售。
正如RoHS指令所要求的那樣，也是作為第一步（取得認證前），所有的生產商必須先進行註冊。從2005年11月23日開始，如果生產商未在德國完成正式註冊，向其銷售某種電氣和電子設備將是非法的。
