In 1969, Ms Josephine Siu Fong Fong left for the United States to further her studies. She graduated from Seton Hall University in 1973 with a Bachelors degree in Mass Communication.

In 1998, she gained her M.A. degree in Child Psychology from Regis University, USA. She worked as a counsellor / psychologist at the Queen Mary Hospital, Hong Kong, until August 2002.
