Sorry! I guess you cannot apply unless you are a foreigner living in Korea and have the Foreigner Registration Number (외국인 등록번호/外國人登錄番號). It is like the ID Card Number in Hong Kong. If you do not have a Foreigner Registration Card, you cannot use the other's Registration Card. It is a crimminal offence to use the Registration Number belonging to other people.
