If you are a Portuguese Passport holder and study in the primary or secondary of UK public school, really you don't need to pay any school fee because they considered you as EU citizens. For private school, of course, everybody has to pay.
But when you are in the university, then it depends. If you can prove that you have been staying in the UK for 5 years (some university 3 years will be ok), you can be considered as local student (school fee is around 3,000 to 5,000 GBP) else you will need to pay the school fee of foreign students (more than 10,000GBP).
for 生活費, it depends how you spend. If you can find a home stay (say in a Chinese family), it costs you 600 to 650GBP per month. They will provide you 2 meals and a bed (of course you have to share the room with other boy/girl). For boarding school, it costs you 2,000 to 3,000 per term (3 terms a year). One inconvenience of staying in boarding school is that, you need to move out during long holiday, then you have to find a home stay (around 50 to 60GBP/day).
