Which countries levy a very high gas tax to fund their universal healthcare program?

Can't say what they use the money for exactly, but fuel taxes in Europe are VERY high, on the order of $3 per gallon or more. The general high quality of most road systems in Europe would lead me to believe that a fair chunk of that is spent on the roads themselves, not on healthcare costs.
