If you're referring to the MGM classic movie, the Scarecrow received an Honorary Degree of ThD (Doctor of Thinkology) which acknowledged his already superior brainpower and wisdom.

In L. Frank Baum's original story, the Wizard of Oz replaced the straw in the scarecrow's head and replaced it with bran and pins and needles, in effect, giving him "bran-new brains". This apparently was sufficient to give the scarecrow inspiration to think deep thoughts.
