The Answer is C

When a current is flowing through the upper wire loop with increasing amplitude, an increasing magnetic field is generated by this wire loop.

By Lenz's Law, the lower wire loop will generate a magnetic field by inducing a current to oppose the changing magnetic field experienced.

Thus, a current is induced in the lower wire loop clockwisely.
