我認為以上兩句正確。
因為：
1. to有為了，或去做xxxx的意思
e.g.:To achieve her goal, she studies hard.
為了/去達成她的目標，她努力學習。
用來解釋第一句，就是：去解決這問題，我建議……
第二句，就是：去/為了感到不快與失望，我回家。（並不合理）
而
2. 用ING開頭，有表示原因/情況的作用
e.g.:Feeling hungry, she are all the biscuits.
因為感到餓，她把所有餅乾吃完。
Watching TV, I was really relaxed.
看電視，我很放鬆。(這例子不太好，請別介意)
用來解釋第一句，就是：解決著這問題，我建議（不合理）
第二句，就是：因為感到不快與失望，所以我回家。
