In terms of quantity, yes most of them do speak better English most times.
It's like their mother tongue over there. The importance of English in their academic qualifications and in securing a job is very important over there.
But don't be surprised to meet people that can't speak English much there, only minority of them usually speak Hokkein, Singlish & etc.
In Singapore, if you approach a sales person be it from a hawker stall or a mall, at least they can form proper English sentence or understandable but in Malaysia (let's pick KL center) if you do the same thing, not many can speak with ease in proper English. Generally, most Malaysians don't speak English much because it's not their mother tongue. Besides in schools B.M is more emphasized to "enter" grade A classes and Uni.
