I can't possibly spend thousands of dollars to buy a cocktail dress, prom dress or those strapless gown. It's too cold anyway, and we're not those celebrities.

I think what you planned is quite enough! You don't need to spend a lot to look formal anyway, especially when you're just a secondary school student.But, I think it will be better for you to wear a shirt instead of such kind of top... It would be more formal. A very simple shirt will do, don't need to buy an expensive one.
