Overall law and order situation remained stable in 2006

The overall law and order situation remained stable in 2006 with an increase of 4.8 per cent in the overall crime, according to Commissioner Tang King-shing.

Speaking at a news conference on January 25 to review the crime situation in Hong Kong in 2006, Mr Tang said: "During the period, a total of 81,125 cases of crime were recorded, representing a rise of 4.8 per cent when compared with the 77,437 cases in 2005."

The detection rate was 44.6 per cent, a slight increase of 0.3 per cent over 2005, he added.

A total of 14,847 cases of violent crime were recorded in 2006, 6.9 per cent more than the 13,890 cases in 2005.

Noting that there was a higher margin of increase in crimes such as bank robbery (up 53.3 per cent), arson (up 20.6 per cent), serious narcotics offences (up 19.2 per cent), criminal intimidation (up 18.5 per cent) and deception (up 16.7 per cent), Mr Tang stressed that the Force would spare no efforts in fighting these crimes.

Other crimes such as pick pocketing (down 18.4 per cent), blackmail (down 6.3 per cent), robbery (down 6 per cent), snatching (down 8.4 per cent) and burglary (down 3.2 per cent) all recorded a notable decrease.

Mr Tang pointed out that despite an increase in bank robbery in 2006, the total number of robbery cases, in fact, decreased by six per cent to 1,572 cases. During the year, there was only one robbery with genuine firearms and one goldsmith shop robbery, representing a drop of 66.7 per cent and 85.7 per cent respectively.

He went on to say that the number of juveniles (aged 10 to 15) and young persons (aged 16 to 20) arrested for crimes saw a drop of 0.5 per cent and a rise of 4.1 per cent respectively. "The situation remained more or less the same as in 2005," said Mr Tang, adding that the crimes committed by them were mostly miscellaneous and shop theft, wounding and serious assault, etc.

處 長 鄧 竟 成 表 示 ， 二 ○ ○ 六 年 香 港 的 整 體 治 安 情 況 保 持 平 穩 ， 整 體 罪 案 數 字 較 二 ○ ○ 五 年 上 升 百 分 之 四 點 八 。

鄧 竟 成 於 一 月 二 十 五 日 在 記 者 會 上 回 顧 二 ○ ○ 六 年 香 港 整 體 罪 案 情 況 時 指 出 ， 二 ○ ○ 六 年 錄 得 的 整 體 罪 案 有 八 萬 一 千 一 百 二 十 五 宗 ， 較 二 ○ ○ 五 年 的 七 萬 七 千 四 百 三 十 七 宗 ， 上 升 百 分 之 四 點 八 。

鄧 竟 成 表 示 ， 二 ○ ○ 六 年 的 破 案 率 為 百 分 之 四 十 四 點 六 ， 較 二 ○ ○ 五 年 輕 微 上 升 百 分 之 零 點 三 。

暴 力 罪 案 方 面 ， 全 年 共 錄 得 一 萬 四 千 八 百 四 十 七 宗 ， 較 前 年 錄 得 一 萬 三 千 八 百 九 十 宗 ， 上 升 百 分 之 六 點 九 。 上 升 幅 度 較 大 的 罪 案 包 括 銀 行 劫 案 （ 上 升 百 分 之 五 十 三 點 三 ） 、 縱 火 案 （ 上 升 百 分 之 二 十 點 六 ） 、 嚴 重 毒 品 罪 行 （ 上 升 百 分 之 十 九 點 二 ） 、 刑 事 恐 嚇 案 （ 上 升 百 分 之 十 八 點 五 ） 及 詐 騙 案 （ 上 升 百 分 之 十 六 點 七 ） 。 鄧 竟 成 表 示 ， 警 方 會 不 遺 餘 力 地 打 擊 這 類 案 件 。

跌 幅 比 較 明 顯 的 罪 案 ， 包 括 扒 竊 案 （ 下 跌 百 分 之 十 八 點 四 ） 、 勒 索 案 （ 下 跌 百 分 之 六 點 三 ） 、 行 劫 案 （ 下 跌 百 分 之 六 ） 、 搶 掠 案 （ 下 跌 百 分 之 八 點 四 ） 及 爆 竊 案 （ 下 跌 百 分 之 三 點 二 ） 。

鄧 竟 成 指 出 ， 雖 然 銀 行 劫 案 錄 得 上 升 ， 但 二 ○ ○ 六 年 整 體 行 劫 案 共 錄 得 一 千 五 百 七 十 四 宗 ， 下 跌 百 分 之 六 。 其 中 使 用 真 槍 行 劫 及 行 劫 金 鋪 的 案 件 全 年 分 別 只 有 一 宗 ， 下 跌 百 分 之 六 十 六 點 七 及 百 分 之 八 十 五 點 七 。

鄧 竟 成 表 示 ， 值 得 一 提 的 是 在 二 ○ ○ 六 年 ， 少 年 （ 十 至 十 五 歲 ） 及 青 年 （ 十 六 至 二 十 歲 ） 因 犯 事 而 被 捕 的 人 數 與 二 ○ ○ 五 年 的 數 字 比 較 ， 分 別 下 跌 百 分 之 零 點 五 及 上 升 百 分 之 四 點 一 。

他 補 充 ： 「 與 二 ○ ○ 五 年 相 比 ， 這 方 面 的 整 體 數 字 變 動 不 大 。 他 們 多 數 干 犯 雜 項 和 店 舖 盜 竊 、 傷 人 及 毆 打 等 罪 行 。 」
