If USA did not drow 2 atomic bombs to Hirosuma and nagasaki, I think the Japanese Empire would not surrender, because during the end of WWII, the emperor said they would offend untill the last Japanese died, that is 一億玉碎. After the war, the US army collected many weapons from the local unit. So 一億玉碎 was not a lie. If US tried to defeat Japan by landing the mainalnd of Japan, US would pay a heavy cost for Japanese surrender.
That's why we can conclude that the decision of dropping atomic bombs was a must. If not, more people would be suffered. Not only the American, but also japanese mass.
