For economic, what is spending cap?

The spending cap is the maximum amount of money you can spend on sg.

E.g. one can say that the spending cap is 100$ per month. Then, you cannot spend more than this.

Alternatively, one can say that the spending cap is (100$+inflation rate). Then, if the inflation is 5%, you cannot spend more than 100$+100$*5%=105$.
