When running in colder temperature, you want to feel a little chilly when you first start. After you get going, it will feel a lot warmer. So don't over dress.
As for the sweating, it is fine to do. The only issue is to make sure that when you finish running, you don't spend too much time exposed. Either put back on a layer or get inside to stretch.
