clinical thermometer

1. why in a clinical thermometer the bulb is not quite full of mercury at room temperature?
why other thermometer is vaccum only mercury thermometer not?
2. what is mean by constriction?
after using clinical thermometer, if we don't shake it and just put it in ice water instead , is it ok?
3 .can we measure temperature of ice water by using a clinical thermometer?
