Believe me, it will never be too late to learn anything!
Actually it is natural to see differences in the logic in Chinese and English, but could you give me some examples how they are really "so" different? One reason may be that the book or the passage has used a lot of phrasal verbs or idioms, so that we, as a Chinese, cannot comprehend the real meaning.

Take the Chinese 成語「狐假虎威」for one instance, if directly translated into English, it would very likely to be "the wolf using the influence of the tiger". It would sound easy, but without the suitable cultural background, foreigners would simply think the sentence doesn't make sense. So sometimes you cannot just translate a passage word by word and expect to get the whole thing. But of coz, this "word-by-word" translation is good for one's improvement of English, as long as you really remember the word afterward.

One thing you should keep in mind though, don't ever JUST remember the word, learn also the preposition following the word(if it's a verb or adjective), or try to see if the word is countable or uncountable(if it's a noun), something like that. With persistent effort, marked improvement must be seen.

And for oral English, yes, i believe it would be best to learn the 國際音標. You may think it would also be OK if you have someone to ask, someone like your teacher. However, despite the normal reluctance to ask teachers questions, Chinese teachers may also have some pronunciations error. One common error is the "TH" sound, you have to have your tongue positioned properly in order to produce the proper pronunciation. Or the words "contribute, distribute", they should be pronounced as "con TRI bute" and "dis TRI bute", instead of the common "CON tribute" and "DIS tribute". These differences can actually show your english standard. And in your CE exam, if you can pronounce the abovementioned words correctly, you must be able to impress the examiners greatly.

And one more tip, do not always use "I think", when expressing your opinion, in either your English writing or speaking, try to use more like "I reckon", "I suppose", "I assume", "I believe", "I presume" or "I take it". They all mean the same "I think", but the wider variety would make it looks or sounds more beautiful.
