Question on salts

If a salt such as KClO4 is dissolved into water, forming ions, why it doesn't become something like bleach? Why it does not oxidize? Please teach!!

those 4 oxygen atoms have formed 4 dative covalent bonds with the chloride, so ClO4- will not lose oxygen to act as a bleach and it can't accept or donate any electron for undergoing redox reaction.
