OH- and Cl-

2:你話Cl- has the structure 1s2 2s2 2p6 3s2 3p6 4s2 ,係冇4s2…

1/ OH- is not a stable compound. strong base means the compound has a great tendency to accept proton(H+).

2/ H doesn't have an octet structure, i.e. it doesn't have a 8e- shell.

3/ Cl- has the structure 1s2 2s2 2p6 3s2 3p6 4s2 (I'm not sure if you have learnt this, anyway, it means that all its subshells have been fulfilled except the 3d orbital. Therefore ion state is more stable than its original state.)
therefore, Cl- ion is a weak base as it doesn't tend to lose e- to form bond with proton.

4/ on OH- ion, there're lone pairs of electrons on the O atom, which give the compound an electron-donating property to form bond with cation.

==================
鹼性都係I->Br->Cl-
