If he asked for your phone # then he is definitely interested. He is taking a chance of you shooting him down...so to speak... by doing that. If you keep shining him on though he will assume you are not interested so it's up to you now, the balls in your court. He is just making it a joke because he doesn't want to be embararessed by you not saying yes. Just because he's your brothers friend shouldn't make any difference.

Give him your number, what have u got to lose?? i know its embarrassing when your brother there but shock him. believe me it works!! i have been in same position as you as i got asked out in front of my mum & sister in a pub with loads of our friends there!! the guy even ask my mum permission to take me out!!!
So next time he asked for your number give it to him, keep your eye up level with his. his will walk away proud and it will make you feel good about yourself.

It depends on how old he is. If you are both of age, or close to the same age, just write your number on a piece of paper and keep it in your pocket until you see him. Just hand it to him behind your brother's back.
