Let x be the number of mouse-pads he should buy.
35x + 48(10-x) <= 400
35x + 480 - 48x <= 400
-13x <=-80
x >= 80/13 = 6.154
Hence minimum number of mouse-pads that he should buy is 7.

Let the number of mouse-pad and file-jacket be x and y

1)35x+45y<=400
2)x+y=10
.
.
3)x=10-y
Put 3 into 1
35(10-y)+45y<=400
350-35y+45y<=400
350+10y<=400
10y<=50
y<=5

Put y(5) into 2 (Because 5 is the max. no. of File-jacket)
x+5=10
x=5

So,he should buy 5 mouse-pads and 5 file jacket
