I'm here today to discuss the impact of the implementation of "Banning Smoking In Public Places" have on how our society is shaped. There are a wide range of issues to be discussed as a result of the legislation being enforced at the beginning of this year. The issues could be both negative and positive. Therefore, I'm going to go through in detail of both the positive and negative impact of this policy.
2.)Pros(positive impact)
Since the beginning of this year, the government has enforced the policy of "Banning Smoking In Public Places". The immediate effect of this policy has been very positive at this stage. According to the bureau of statistics, there are a huge decline of smokers in Hong Kong since the legislation has been implemented since the beginning of this year and the custmers are more likely to spend their own period of time longer in those public places where the policy of banning Smoking is fully enforced. For examples, some of the restaurants and recreational centre are reporting to have a huge increases in the amount of visitors as a result of the bannig of smoking. Some of the customers are even suggesting that the air quality of the environment has been improved dramatically as compared with the period before the legislation of banning of smoking is enforced. Therefore, this policy would not simply improves the environment but also the interest of the public health as well. There would be less cases of lung cancer reported and more advocation to stop smoking.
3.)Cons(negative impact)
Even though the banning of smoking may have a very positive impact on our society, some critics suggest that this piece of legislation may have negative impact as well. According to the statement made by Dr. Peter Jacobs Cunningham, the expert of goverment policy in society of U.K., he said that there are still a tendancy that the amount of persons who smoke continously are increasing even the policy is implemented. They would choose the places/sites where smoking is not prohibitted by law, such as streets and corridors or even main roads. In the long terms, it would create more pollution and wastes to the air which would threaten the health of the public as well. Therefore, it's necessary for government to implement a much harsher legislation to ban smoking, such as the extension of areas of banning of smoking which means not only some pubs,reataurants or gardens but also some of the main roads and streets. As a result, it would advocates a sense of healthy culture as to how harmful smoking could be and the amount of smokers would also be reduced sustantially. Apart from this point, some critic even suggests that it would jeorpadise the freedom of rights of individuals. According to statement made by professor Ian Clarke in University of Cambridge,UK. which said the policy would not only influence the way how people live but also the freedom as well. Smoking is undoubtly becoming part of the habits of some people, therefore, the freedom of these groups of people would be limited as a result of this piece of legislation.
4.)Conclusion
Finally, "Banning of Smoking" is one of the controversial issues to be dealt with in our society. There are several perspective as to whether this legislation is good for our sociey or not. However," Smoking" is indeed harming the health of human. Therefore, we, as a responsible resident of Hong Kong, should advocate the culture of banning of smoking.
