As the 2 roots are 2a+3 and 2b+3, therefore
2a + 3 + 2b + 3 = -2---------(1)
(2a + 3)(2b + 3) = -7---------(2)

From (1):
2a + 2b = -8
a + b = -4

From (2):
4ab + 6a + 6b + 9 = -7
4ab + 6(a + b) = -16
4ab + 6(-4) = -16
4ab = 8
ab = 2

Sum of the new roots
= a^2 + b^2
= (a + b)^2 - 2ab
=(-4)^2 - 2(2)
= 12

Product of new roots
= (a^2)(b^2)
=(ab)^2
=(2)^2
= 4

The required equation :
x^2 - 12x + 4 = 0
