yes, beacuse u cannot meet the requirement of the credit card , and 903 not need any requirement, so they send it to u

就算你個申請係唔批，
佢哋都會寄一封信講明比你聽"對唔住！我哋唔批你的申請"，
而唔會就咁寄張903 ID CLUB CARD比你。
