I do not think there will be a standard answer but in broad terms, a HK designer or a local designer is someone who is based in HK or born in HK.

His or her design should indicate (may not be explicit) that the origin of the design is from HK.

Vivienne Tam, David Tang (boss of Shanghai Tang), Lau Pui Kei (who dressed Anita Mui), Dorian Ho etc are all considered local/HK fashion designers. Am sure there are others in the Jewellery, Furniture and Watch industry who are remarkable local designers - take a walk at the Designer's Gallery at the HK Exhibition and Convention Centre!

Hong Kong local designer is referred to designers who are well known in Hong Kong, received education in Hong Kong, or whose clientale is based in Hong Kong. For example, Barney Cheng (鄭兆良), Walter Ma (馬偉明).

It means designer who was born in Hong Kong.
