Well, depends on which 畢業袍 you want to describ......
can be:
Bachelor's Academic Gown (學士畢業袍)
Master's Academic Gown (碩士畢業袍)
Doctoral's Academic Gown (博士畢業袍)

Hood = (學位服上的)後垂布, the meaning is to hold your wisdom, so the longer you wear, the more wisdom you have. (Doctoral's is much longer than the Bachelor's)
