Your supervisor will tell you the job duties and their expectations during your interview. But I guess something about claims redemption, petty cash, bank check/money order preparations, payment and receipts assurance, procedurement and purchasing (issue purchase order), balance statement, budget check with different academic departments/research centres, payroll, accounts receivable, everything about spending money and income of the University.
For sure that you won't be responsible for all of the above, there are many COs in FO, their duties are listed clearly. COs' duties are listed functionally and departmental, for example, you may responsible for part-time staff payroll of 20 departments (out of around 60 departments in CityU) or just purchasing of computer software for the whole CityU, or maybe responsible for accounts receivable of students' tuition fees and hall fees. as the jobs are very seasonal, you may have different duties assigned all year round. From my experience, there is a very good filing system and database for every clerical staff, so, you may follow what your "previous-hand" did.
About promotion, same as other government / funded organization, it's a stable job, but won't make you rich. Plus, there is always budget cut and it's very unfair to new staff.
You may find people with the same grade but worked 20 years has 30 days annual leave and p-fund (they don't need to contribute MPF, p-fund is something that Univeristy pays 10-15% of their salary for retirement). There is no more perm post assigned, new staff are all temporary (1-2 years contract renew basic on department budget and staff performance, school clinic) or Term (3 years contract with 10-15% gradurity, health insurance for staff and immediate family members)
Finance office will be very busy in the beginning and the ending of the month, during summer or school starts, and at the end of the financial year while departments try to spend all the money they left and propose for more for next year. Other periods may have little cases.
