天水圍位於香港新界元朗區西北部，周邊被屬屏山鄉事委員會的沙江圍、馮家圍、輞井村、蝦尾新村等村落包圍，距離中環市區大約25公里。

自九十年代起，天水圍新市鎮工程展開，大量樓房落成，區內人口急增，大量新移民家庭移入，伴隨而來是連串社區問題，區內陸續出現多宗倫常慘劇及集體自殺案，綜援和自殺求助個案比例亦長期比香港其他地區高，因而被香港傳媒冠以「悲情城市」之稱，以表示天水圍社區出現的問題嚴重。

Tian Shuiwei lies in the bright district northwestern part of yuan of New Territory of Hong Kong, Zhou Bian is belonged to sand river enclosing , the Feng s villages , such as enclosing , rim well village , shrimp's tail residential district ,etc. of the thing committee of township of Pingshan and surrounded, about 25 kilometers from the urban area of ZhongHuan.

Since the 1990s, the new town project in Tian Shuiwei was launched , a large number of buildings were completed, population increases urgently in the district, a large number of new immigrant's families move in, it is a question of bunches of communities to follow and come, many feudal orders tragedies and committing suicide in group case appear successively in the district, it is also for a long time higher than other areas of Hong Kong in proportion to aid and commit suicide and turn to the case for help comprehensivly, preceded by the claiming of ' the sad feeling city ' by the Hong Kong media, in order to show that the problem that the community of Tian Shuiwei appears is serious.

天水圍位於元朗市鎮西北面，鄰近后海灣，未被政府發展為新市鎮前，天水圍是一大片漁塘，居民靠養魚為生。後來養魚業衰落，很多漁塘被棄置，政府把它們填平後，便在上面發展，興建天水圍公園、多個公共屋和居者有其屋屋苑。天水圍便是這樣由漁塘迅速發展為一個極具規模的龐大新市鎮。
