Your question is not clear. Not sure whether it is the gifts now at Shanghai being withheld or it is the paperwork being withheld. Anyway, my suggestion hereunder:


I bought two gifts when I was in Italy and requested for delivery to Shanghai, China. I have already paid all the delivery charges. However, because of the paperwork not being duly presented, the Chinese custom has not released the goods for delivery. Please arrange for return of the goods and resend it to Hong Kong at [address?]. Due to the fact that it is your company's mistake in arranging the delivery, all the incidental charges should be borne by your company.
