Gout problem?

Usually, urine lvl in blood reached 7 degree means that it may crystalize n develop gout attack....
but somebody may hv the lvl of 7.5, or 8 or some even at 9, but they didin't develop gout.... why??

So isn't it the process of crystallisation that afffect the gout attack??
