yes.. because:

1)
if they were not given appropriate education, there will be no opportunities for them to extend their potential. Further knowledge will be required for one to be successful. for example, if a particular kid is a prodigy on physics... they will not be a famous physician if no physics knowledge is being educated to them, hence, their potential has been buried.

2)
support by families.
if the family is not supportive enough...in the sense that they pay no attention to the child and does not realise the child's potential, then that particular child may not even be able to discover his/her own potential or strength in a particular field.

well.... if you would like a "no" to the question... then you can jus simply say the opposite to the above... i.e:

1) they can further extend their potential if appropriate education is given... i guess if you would like this to be a strong answer..and if you are bothered to do so.. you can support your answer with an example (some famous people)

2) having a really supportive family will extend their potential... family being patient, trying to understand and discover the child's potential will also extend the child's potential...
