Tseung Kwan O (also called Junk Bay) is a bay in southeastern New Territories, Hong Kong, China. In the northern tip of the bay lies the Tseung Kwan O Village.
The Tseung Kwan O New Town, one of the nine new towns in Hong Kong, was mainly built on reclaimed land in the northern half of the bay.
In Cantonese, Tseung Kwan (將軍) means the "General" of an army, and O (澳) means "bay". Therefore, Tseung Kwan O literally means "General's Bay".
The exact origin of the name Tseung Kwan O is unknown, but it is said to be named in honour of a Ming Dynasty general who visited Tseung Kwan O at some point. Another theory is that the name was chosen in the 17th century, when naval battles were fought against pirates from Japan at Tseung Kwan O. Yet another theory is that the pronunciation of "將軍" sounds like "Junk" in English.
The English name Junk Bay was said to be derived from the existence of junks in the bay. The Junk Island is in the southeastern part of the bay.

The bay is near the eastern mouth of Hong Kong's Victoria Harbour.
Before new town development, the area around the bay was occupied by a number of fishing towns and villages. The Tseung Kwan O Village in the northern tip of the bay is about 600 years old. Other towns and villages include Rennie's Mill, Hang Hau and Yau Yu Wan. Rennie's Mill was where Kuomintang loyalists were settled following the end of the Chinese civil war, and Hang Hau had a ship building industry.
The Hong Kong Government had been interested in developing a new town at Hang Hau because of its proximity to the urban area. The project was postponed for a long time owing to the extensive scale of reclamation in the bay, which is rather deep. It finally started under the name of Tseung Kwan O.

Settlements in the area began as early as in the 13th Century. Major settlements, however, did not occur until the late 16th Century when small fishing villages were founded. Hang Hau, which emerged into a market town, was once the most populated and prosperous place in the whole of Clear Water Bay Peninsula. The area continued to be dominated by rural uses in the next few centuries.
In the 1960s, industrial activities flourished in Tseung Kwan O. Ship building, ship repairing, ship breaking and steel rolling were the main industries. Other industries included manufacturing of non-ferrous metal products and production of industrial gases. Many of these industries relied on marine access. They have been gradually phased out or relocated since 1982 when the Government approved the development of Tseung Kwan O as a new town.
In 1983, development of Phase I of the New Town to an initial population of about 175,000 was formally endorsed. In 1986, the Government decided to proceed with the construction of the two tubes of Tseung Kwan O Tunnel, which provided scope for further increasing the population of the New Town. To maximise the utilisation of the road infrastructure and to meet the demand for land for public housing, in 1987, the Government decided that the New Town should include a Phase II development and be planned to an increased population of 325,000. To cater for redevelopment of the Tiu Keng Leng Cottage Area and to provide land for development of Tseung Kwan O Industrial Estate and deep waterfront industries, in 1988, the Government further decided to proceed with Phase III development of the New Town for about 450,000 subject to detailed feasibility study. The current Outline Zoning Plan and Outline Development Plan of Tseung Kwan O provide for a total planned population of 490,000. Population intake into the New Town started in 1988.

清朝時代將軍澳稱為將軍凹,已有不少村民。由於將軍澳地理利於避船,由明朝開始已經成為一個重要的避風塘。在明朝地圖中都明確列明「將軍澳此帶皆宜泊船」。
百多年前,將軍澳被英國人名為垃圾灣( Junk Bay), 意思是堆放垃圾的海灣,而事實上將軍澳的土地,大多是由垃圾堆填出來的,垃圾灣這個名字用了幾乎有百年之久,最後政府近年才將垃圾灣這名字改回將軍澳。(所以將軍澳官立中學以前的英文亦是 Junk Bay Government Secondary School)。
由於利於泊船,在坑口及將軍澳一帶曾經是一個重要的船塢。60年代,不少商船都來此維修,甚至在70年代更加有美國航空母艦。
