In politics, collective decisions refer to decisions made collectively (not by one person). For example, in Hong Kong, when the government wants to lower the standard personal tax rate, it has to get approval from both the Executive and Legislative council. This is a collective decision. Neither our Chief Executive nor our Financial Secretary can make that decision alone.
