我同意樓上的說法。中文的原意是潑冷水。但老外是沒有對號的術語。所以只能採用括號的的手法。老外的慣用語是cool down(較輕語氣)。freeze it(較重語氣)。偏偏原文(記者採訪中國發言人時明白到當時發言人的中文語氣和構思，撰稿人亦明白到中文的原意是潑冷水而冇貼切的英文呢！明冇！。

Cold water is for sure 冷水, and it stresses on Cold as one can pour water to cool down the Hot Stock and Shares market as ordinary plain water is not cool enough for such heat and Cold water is needed.
