For junior students like F.1 or 2, it's better to start from reading Young Post which is a bit easier. You don't like to read the whole but at least you find several articles which you are interested in. Also you don't need to check the dictionary for every word you don't know. The most important is to get the gist (main idea)of the passage.
For senior students or starting from F.3, I think you have to start reading articles in Letter to the Editor section. It's a good source to prepare you for HKCEE. Again you don't need to read the whole, just find several articles which you can handle.
Actually, if you keep on your reading habit, say read 30 minutes a day, you'll no longer find that you read faster than before. I used to read SCMP when I was F.1 and I kept this habit till finishing my bachelor degree. I do think my experience is valuable for you to refer to.
