新宿 is at 東京, and 神戶 is 2 hours train far away from Tokyo, but the weather is quite similar...Nov, around 10 degree celcius, much cooler at night, need to wear sweater or coat...
Dec-Feb, coldest season, sometimes below 0 degree celcius, snowy weather, better bring the large coat with you.
