After finishing an experiment,pipette has transfered NaOH before. Why is it necessary to rinse with HCl and then water for cleaning?

It is because HCl can neutralize the alkaline inside the pipette.NaOH + HCl = NaCl + H2O
And the water is to wash out the salt (NaCl), produced by neutralization.
