to be shipped是形容詞不定詞(被動式)用來修飾the goods,所以the goods to be shipped就是將要運送的貨物
因此the goods to be shipped on end of Oct是文化錯,因全句沒有主動詞;但你若加上be這句文法就完全正確:the goods is to be shipped on end of Oct.因 be to-infinitive,有早已安排的意思,所以全句意思就是:將要運寄的貨物會安排在十月底運送。這比will be更肯定,更有安排的意味
而the goods will be shipped on end of Oct.意思是:貨物將會在十月底運送,文化正確
