Help!!!!!can she call police? what she can do?

my friend she work in a night club 8 years ago, when she work there, she had IOU some money but when she left didnt pay off these IOU, she is not work in night club any more. She just got some called and ask she to pay off that IOU, what she can do? she is soooo scared, cos some man ( i think they are bad people) keep calling her and they say will go to her home,can she dont pay back, cos she is very poor, singale mom,no work only get 4000 to live from goverment. what she can do?

IOU is ( I owe you) signed paper acknowledging that one owes the sum of money stated

If these people called her to say will go to her home, but didnt say hurt her, can she call police?

actrually I don't understand what is "IOU"....
If she need to pay off that but she didn't, police can't help her.

If those bad people say something to scare her (such as go to her home to hurt her),
she can call police and of course police will give help.
