for 情侶, I can't be with you (我不能和你在一起 ) is probably when 1 side wants to 分手 then say it.

but you can use it for a lot of other situations, for example, if you and your boss go to a meeting together but your boss has something more important to do. Then your boss can say 'I can't be with you, I have another meeting'. In this case, it means your boss can't go to the same meeting with you and your boss cannot give you the support in the same meeting.

Of course, if you suddenly say 'I can't be with you' then it sounds very strange.
