I think you are talking about "Oxford shoes" or RAF Parade Shoes that are part of British military uniform. As Hong Kong was a British colony, practice (parade) and uniform of our discipline units imitated from British. However, Hong Kong Police Force changed their uniform to be more US style and footwear style was modified into “George boots” about 2 years ago.
When we talking about parade, the first in mind should be Trooping the Colour in Buckingham Palace. Soldiers (but not officers) should be dress up with Ammo boots that is similar to RAF Parade shoes with toe-cap. Both Ammo boots and RAF Parade Shoes should be shined like a mirror for their entire body (not only toe-cap). However, it is a simple version for US military with mirror finish easy care poromeric upper one-piece dress shoes during parade.
