I believe the Australian medical profession adhere to the HBIGDA guidelines, so to get a 'sex change operation' you will first have to go through counselling, assessment, social transition and hormone therapy. Only after all that can you be assessed for surgery; your gender specialist will be able to recommend a surgeon.

Thailand is one of the best places to go for sex-reassignment surgery. It's essentially a haven for transgendered people, and have excellent medical facilities and surgeons for that purpose. And seeing as it is fairly close to Australia distance wise ... it would be an excellent place to start looking.
