If it turns out the buyer doesn't really want to buy, then the important thing to do is to first file an "Unpaid item dispute", which allows you to get the FVF (final value fee) refunded if the buyer cannot shows any proof of payment. Also, this will also result in a non-paying buyer strike in the buyer account as well. An ebay account with 3 non-paying strike will be suspended.

Then for feedback issues, that is something you don't have much control on, since the buyer can still leave feedback even you "win" the dispute.

If th buyer have already left negative feedback, then of course you can do the same. Also, maybe you can try to file a "feedback abuse" complaint that can remove the negative feedback left on you.

If the buyer hasn't do anything yet, then it is your choice. Usually for me I will not leave any feedback and just let it be. And I shall just get the FVF refunded and relist the item.
