Why did Governor Hennessy appoint a local Chinese(Ng Choy) as an unofficial member of the Legislative Council?
It is because some local Chinese had become rich and educated.Even 90% of taxes were from local Chinese merchants.So, Governor Hennessy appoint a local Chinese(Ng Choy) as an unofficial member of the Legislative Council.
