I would strongly encourage you to go to a university in the US after the completion of Form Lower 6 instead of after the A-level exams. The former arrangement will allow you to enjoy a full 4 years of university study in the US; the latter choice will shorten your university life to 3 years or less because of transfer credits and such. Why waste another year studying for the A-levels in Hong Kong when you could start your American university study one year earlier?
First you need to decide what you would like to study (your college major(s)). Then, make a list of universities you are interested in that offer your intended college major(s). Third, browse through their websites for more detailed information. Fourth, submit applications (offen online) to the universities of your choice. Fifth, mail in any supporting documents as required. Sixth, take the TOEFL test offered via the Hong Kong Examinations and Assessment Authority. Seventh, take the SAT test offered by the College Board. Eighth, bring the letter of offer of admission, the I-20 and other supporting materials to the US Consulate General to apply for a student visa.
