Free good is something where some is preferred to none, but more of it is not preferred. Economic good is something where more is preferred to less. So in principle, if the quantity of free good is less than the initial endowment, it becomes economic good. The 'preference' in the definition is based on comparison of different qunatities of the same good. There is no comparison between free good and economic good.
